The Case on Pensions of “Shengavit -1” Territorial Department on 7 Co-Workers Sent to Court

The preliminary investigation of “Shengavit -1” payment service on 7 co-workers on the abuses recorded in the process of fixing and paying pensions in the frames of the criminal case initiated in May, 2011 in the Investigation Division of Especially Important Cases of the General Investigation Division of the Police adjunct to the government of the Republic of Armenia was completed. The case was separated as a separate proceeding and was sent to the Court of First Instance of Shengavit administrative district.

Particularly, according to the factual data obtained by the preliminary investigation the person in charge of “Shengavit -1” territorial department A. Grigoryan having authorities of organizing and controlling the process of paying pensions through inspector-payers of the department, with the intention of swindling a significant amount of money from the state had reached a preliminary agreement with the inspector-payers of the same department E. Machkalyan, A. Yeghiazaryan, S. Harutyunyan, K. Poghosyan and A. Nikoghosyan and from 2006 to 2010 had committed swindling of particularly large amount by squandering.

According to the data of preliminary investigation by A. Grigoryan’s commission the above-mentioned inspectors had found out the data of the pensioners who were not in Armenia or the dead pensioners who were not removed from the pension payment list and from 2006 to 2010 falsifying the pensioners' signatures in the paying lists in an ungrounded way had drawn out the money trusted to them swindling a significant amount of pension money by squandering together with A. Grigoryan.

And the inspector-payer of the same department K. Petrosyan with the intention of swindling a significant amount of money by squandering from the pension money trusted to him, from 2008 to 2010 actually not paying the pension money but introducing false information on paying pensions in daily reports represented by him, as well as being informed that the pensioners were out of the republic, falsifying the signatures of those pensioners included in paying lists, in an ungrounded way had drawn out and swindled a significant amount of pension money by squandering

On the base of the factual data obtained by the preliminary investigation as a result of the activities of the above-mentioned 7 people the state was inflicted a total damage of 11 466 701 AMD, 4 153 740 AMD of which was restored in the stage of preliminary investigation.

On the base of the obtained evidence A. Grigoryan was accused according to the Point 1 of the Part 3 of the Article 179 of the Criminal Code of the Republic of Armenia. A. Yeghiazaryan was accused according to the Point 3 of the Part 2 of the Article 179, the Part 1 of the Article 325 of the Criminal Code of the Republic of Armenia, S. Harutyunyan – according to the Point 2 of the Part 2 of the Article 179, the Part 1 of the Article 325 of the Criminal Code of the Republic of Armenia, K. Petrosyan - according to the Point 1 of the Part 3 of the Article 179, the Part 1 of the Article 325 of the Criminal Code of the Republic of Armenia, E. Machkalyan, A. Nikoghosyan and K. Poghosyan - according to the Points 2 and 3 of the Part 2 of the Article 179, the Part 1 of the Article 325 of the Criminal Code of the Republic of Armenia.

The criminal case was sent to the Court of First Instance of Shengavit administrative district.
