
Armenia: Video Cameras to be Installed in Police Stations to Prevent Beatings
In a move to avert the beatings of suspects/detainees by police officers, the Armenian Department of Police has recommended that video cameras be installed at the entrances of police buildings and inside interview rooms.
"The adoption of the bill will be an additional safeguard to prevent and detect torture and other inhuman treatment," the police said in support of the measure.
The bill also seeks to regulate the circumstances in which police officers can photograph individuals. Accordingly, if the police officer is in uniform, the technical equipment is attached to the uniform of the police officer, in the hands of the police officer or in the service vehicle.
The fact that the video recording or videotaping equipment is already foreseeable for citizens precludes the necessity of a warning about being photographed. If the police officer is not in uniform, then the police officer must verbally warn citizens that they may be photographed.
